Great topic. Well grounded write up. Solid letter, but not "over the top" -- perhaps a cultural difference in style? I'd rate him a 4, although lower if there are other exceptional students from Singapore.

Lots of different kinds of crowdsourcing--doesn't have to be a contest.

Is a 50% success rate bad? Doesn't seem bad.

Has a perspective and has identified a site. Seems like a good time for the consortium.
