The topic looks interesting, although perhaps a bit of a stretch for OCIS. The letter of recommendation is strong and it would be good to have someone from Latin America. I'd give a 3.9 to this one, not quite as strong as the 4's, but close.
Interesting, though I agree, not particularly organizational. Still trying to define methods. I'm a bit concerned that the research question has a normative implication, and I think it could be more than just how democratic (though presumably in reality she'll go beyond that to answer why).
